At Northline TSO, our optometrists take the time to explain the results of your eye exam, describe your options and listen to your eye care needs. Because maintaining good eye health is an ongoing partnership, our eye doctors encourage you to ask questions and share your health information, which could be vital to monitoring, diagnosing and treating potential vision problems.
Dr. Rachel Cruz attended Texas A&M University, earning her Bachelors of Science in Biomedical Science in 2007. Gig ‘Em!! She went on to earn her doctoral degree from the University of Houston-College of Optometry in 2012, where she was a member of the Beta Sigma Kappa-Optometry Honor Society. Go Coogs!
Dr. Cruz knows how important it is to provide patients with the best vision possible and is committed to ensuring the health of all her patients. She also believes that patient education is essential to health care and enjoys discussing all issues regarding ocular health and well-being. She also understands that living in the digital age presents unique challenges for our eyes and prides herself on providing a personalized eye care experience tailored to each individual patient’s needs. She and the Northline team are up-to-date on the latest optometric technologies including Opto-map imaging, OCT retinal scanning, digital device lenses, computer progressive options, and blue light protection. Their goal is to ensure optimal ocular health as well as clear and comfortable vision in our ever evolving world.
Dr. Cruz practices full-scope optometry including glaucoma, diabetic eye disease, and dry eye treatment and management, as well as cataract and LASIK co-management. She also fits soft and hard contact lenses. Dr. Cruz is very passionate about helping people see their best!
Outside of the clinic, she and her husband consider themselves foodies and love exploring all that our amazing city has to offer. She especially loves spending time with their rescue pups, Neutron and Murphy. Her favorite activities include puppy snuggles and trips to the dog park.
Dr. Jerry Chih was born in Taiwan! He moved to the United States when he was 11 and raised in Sugar Land, Texas. Dr. Chih completed his training at the University Of Houston College Of Optometry in 2019 as well as attended UT Austin.
Dr. Chih finds it very rewarding to help people see better and truly believes that the eyes are the most important organs of the body. He specializes in primary eye examinations, glaucoma, diabetic eye care, contact lens and cataracts. Dr. Chih has a strong interest in diabetic eye care, glaucoma and myopia control.
When he’s not working, Dr. Chih enjoys staying active and is very into the outdoors, whether he be running, cycling or working out! He is also a huge sports fan, loves UT football, Astros and catching a good NFL, NBA or MLB game! Dr. Chih is fluent in English and Mandarin Chinese.

Our exceptional, friendly eye care staff in Houston is our greatest asset. They are excited about what they do, and they care personally about getting the best results for our patients. Our receptionists will try to accommodate your busy schedule by finding appointments that suit your needs. We will help you understand your insurance coverage and if financial arrangements are necessary, we will be glad to help you develop a plan to make your vision care treatment possible.
In three to five years, Nancy sees herself managing and assisting our patients in one of our busiest Texas State Optical’s. In five to ten years, it is her goal to manage multiple locations. “Knowing that my team and I, help make a difference in patients lives by providing product knowledge and helping them select the right materials that suit them most, is what makes my job worth going to every day.” says Nancy. Nancy contributes leadership and experience to support her team in every area. Her number one focus is taking care of Northline TSO’s patients. Nancy’s native language is Spanish but speaks intermediate French! She can assist patients in both English, Spanish and some French. Her proudest accomplishment is developing leaders in her team! Outside of the office, Nancy likes to explore Houston events with her son and friends. She enjoys traveling with her cousins as well. A favored childhood memory of Nancy’s is visiting family in Honduras and El Salvador for the summers. “I enjoyed learning traditions and exploring the flavors these countries had to offer!” International Keynote Speaker and Author, Brigette Hyacinth spoke Nancy’s favorite quote below:

Lucero is new to our Management team and provides an excellent amount of enthusiasm and professionalism. Her career plans are to grow with Texas State Optical, gaining the utmost amount of knowledge about the patients and their vision. Ms. Perez hopes to become a General Manger in the near future. Making a difference in people’s life is what makes her job worth coming to. She thoroughly enjoys helping patients better their vision. Lucero’s a fantastic team player. She takes what she has learned and shares it amongst her co-workers, leaving everyone with a great understanding and forming a bond with her team. Lucero gives 110%, providing so much positivity whom is also fluent in both English and Spanish. Spending quality time with her family is what Lucero enjoys most outside of the office. Her favorite pastime consists of big dinners with the whole family. Lucero's proudest accomplishment is her household family, being a devoted wife and a loving mother. Beatriz attended U of H and her goal is to grow with Texas State Optical. She wants to excel as the Lab Manager and provide eyewear as promised by quality check standards to the patients. Her favorite part about her job is being able to help patients and ensure their eyewear is as accurate to their prescription as assured. "I know the importance of accuracy and sight due to using glasses myself." states Beatriz. She has at least 9 years of experience in Lab and Quality Control and is very detail oriented, striving for perfection when it comes to working on the patients glasses. Her proudest accomplishment is becoming a part of Texas State Optical and having the opportunity to train and learn all things in the Optical Lab. Outside of work, Beatriz likes to read books, explore Pinterest for recipes, decorate, craft and go on cruises. Beatriz's husband as well as herself, love cruises so much, they were married on one! Her favorite childhood memory is spending summers at her grandparents’ house where she received endless love and snacks!
Elizabeth enjoys most working with the pediatric patients, her passion is children. Elizabeth is a great help to children and the adults alike, always lending a hand where in need. You will find Elizabeth helping at the reception desk whether setting appointments or taking incoming calls. Elizabeth makes herself available to the staff and patients alike. She is fluent in both English and Spanish and also knows American sign language. Her proudest accomplishment is finishing college and in her spare time she enjoys running and going to the gym. A favorite pastime of hers is going to Main Event every Sunday after church. Her all-time favorite quote is written below:

Nick is attending San Jacinto College, aiming to transfer to the University of Houston to graduate with a Bachelor of Science Degree for Biology. He also plans to enter the school's Optometry Program! Learning the inner workings of the Optical Industry and using the knowledge he has gained here at Texas State Optical is a career goal to help him achieve becoming an Optometrist. He really likes building rapport with patients and that is something he would like to build on as he grows in the profession. In the future, Nick also hopes to own his own TSO practice. Nick finds the patient interactions invaluable. "You don't find a workplace where everyone gets along so well with each other." is something Nick has told us about his experience at Texas State Optical. He likes that the patients continually confuse him for a Doctor, he says it's a great compliment! He has such a willingness to learn and helps out with the Reception Desk when he can. He loves to play video games or get out with his friends, especially when the cold weather comes in. Nick considers himself a gamer who, of course balances that out with other aspects of his life which include Netflix time, family and friends. Nick states that his proudest accomplishment is who he has turned out to be today.
Liliana had pursued a higher education through College and plans to return in the near future to pursue her dreams. Graduating at the top 7% of her class as well as graduating as a Lt-Colonel, is Liliana’s most proud accomplishment. “Interacting with the patients and my co-workers on a daily basis is what gives me passion in the field and motivates me to come to work every day.” says Liliana. Liliana has a such a positive attitude and terrific work ethic when it comes to helping the patients with their individual needs. She is also bilingual, able to help in both English and Spanish. Outside of work, Liliana likes to paint and spend time with her family. Her favorite childhood memory is spending time with the whole family on the weekends. Her favorite quote comes from the one and only Bible, Hebrews chapter 6, verse 19:

Jennifer loves interacting with people and she LOVES glasses. She works hard every day to meet patients personal eye care needs and to help find what fits their personality best! Jennifer has retrieved her High School diploma and plans to return to college in the near future in hopes of running her own business one day. Jennifer can help in both English and Spanish. When Jennifer is not at work, she likes to be in her books or spend quality time painting. Her proudest accomplishment was purchasing her car, by herself at a very young age. Her favorite quote comes from 1 Corinthians 13:4-8, below:
